I watched the clip 4+ times and IMO she’s not rolling her eyes at the Speaker of the House, she rolling her eyes in sarcasm at what was said by President Obama to the Speaker of the House. The President is laughing. Maybe the President was telling him a joke or said something he thought was funny and she didn’t.
I do it a lot of times when my SO says something he thinks is funny to one of his friends. I look at his friend and roll my eyes.
